1. Kexpress24, operated by Hanpumsokdal, provides a purchase-agency and accommodation-delivery service for foreign travelers staying in Korea. It is not the direct seller of the goods; it buys from third-party sellers at the customer’s request and arranges domestic delivery. 2. An initial order is a purchase request, not a payable confirmed order. Kexpress24 verifies stock, actual price, quantity conditions, ambient-delivery eligibility, accommodation acceptance, and the estimated arrival date. Unlisted or restricted goods, including medicines, health supplements, alcohol, tobacco, dangerous goods, and refrigerated or frozen goods, are not handled. 3. If stock or quantity conditions change, an administrator may issue an edit request on the same order. Through an authenticated lookup session, the customer may increase or decrease quantities, remove items, or add listed items. Changed and added items must be rechecked. Submission does not create a quote or enable payment. Each edit is kept as an immutable revision of the same order, and stale revisions are rejected. 4. After all item, accommodation, and arrival checks are complete, Kexpress24 issues an immutable quote version showing the item subtotal, service fee, base service fee, final amount, issue time, payment deadline, estimated delivery date, and accommodation result. Every quote expires 15 minutes after issue. A new edit or quote invalidates prior quotes and incomplete payment attempts. The contract is formed when the customer confirms a valid final quote and completes payment. 5. The item subtotal is the sum of verified seller prices. The service fee is 20% of that subtotal, rounded down to whole KRW and allocated by item. One KRW 5,000 base service fee applies per order regardless of edit count. There is no minimum service fee and no separate delivery fee. Submission may be restricted when the confirmed item subtotal is below KRW 20,000. Before a quote, a TWD amount is an integer reference based on the server's current reference rate; after a quote, it uses the rate fixed to that quote. Payment and refunds are processed in KRW. 6. A quote may be issued only after the accommodation accepts receipt or accepts it subject to conditions. The customer must provide accurate reservation name, stay dates, address, and contact details. An estimated delivery date is not a guaranteed time. If loss or non-receipt is reported after accommodation handover, Kexpress24 reviews site order records, payment records, carrier records, accommodation confirmation records, and SNS consultation records together, then handles the case according to the findings and responsibility. 7. New payments use Alipay or WeChat Pay. Every retry creates a new payment attempt, and payment is completed only when webhook data agrees with the payment provider’s authoritative inquiry. The actual amount charged to the customer’s funding source may vary under provider exchange rates and rules. 8. Cancellation and refund follow the separate Refund Policy. The server calculates the refundable amount from the immutable quote, item-level service-fee allocation, base service fee, and actual fulfillment state. Refund rights are not categorically excluded without verified grounds. 9. Personal data processing, outsourcing, and overseas transfers follow the Privacy Policy. The accepted policy versions and acceptance time are retained as order and payment evidence. 10. Kexpress24 exercises reasonable care and cooperates in resolving issues. Responsibility is assessed from seller records, tracking, delivery evidence, item condition, and the cause of loss. Customers should inspect goods promptly and provide relevant evidence. Disputes are first addressed by consultation and otherwise under applicable law and competent court procedures. 11. Official customer-support channels are WeChat, LINE, WhatsApp, and email.
